The Senate committee report also would require DHS to submit an updated human capital plan that would have to define “all activities, milestones, and yearly costs for all initiatives and list all contract obligations, by contractor and year, along with the purpose of the contract. The plan shall also include: (1) efforts to improve the department’s dismal results in the 2006 Federal Human Capital Survey; (2) performance metrics used to measure attainment of human capital strategic goals; and (3) funds spent by the department to support employee recruitment, retention, and training.” It also said that the department’s internship programs need better coordination.
