Although the Office of Management and Budget issued revised guidance on contracting-out of federal jobs last May, the large majority of studies at the agency that conducts the large majority of such studies, the Defense Department, are continuing under the old rules, according to a Pentagon report. The report says that as of the date of the new rules DoD had 216 “competitive sourcing” studies under way involving about 25,000 employees and that it is continuing 205 of those under the old, more restrictive, rules. That was among the issues addressed in the report, which Congress required as part of DoD’s current fiscal year budget measure. Under that measure, DoD cannot carry out the new rules until 45 days after issuing the report.
