MSPB recently examined how federal agencies use various hiring practices and found an increasing reliance on alternative authorities that are not based on the traditional competitive examination model. Only 28 percent of those hired in 2005 were brought in through that route, it said, compared with 21 percent combined for two veterans hiring authorities, 15 percent for the career intern program, and 36 percent through other alternative authorities. "The time and energy required to follow all the steps (of competitive examination) is by far the most common complaint, and one of the major reasons for the popularity of other hiring authorities," MSPB said.
