On the House side, Rep. Dan Burton, R-Ind., will have to give up the chairmanship of the Government Reform Committee in the new Congress due to term limits on chairmanships there. Rep. Ben Gilman, R-N.Y., is next in seniority but the panel could pass to Rep. Tom Davis, R-Va., or Rep. Christopher Shays, R-Conn., both of whom have been active in government management issues. Most other members of the panel who have been active in federal employee issues will return, with the notable exception of Rep. Constance Morella, R-Md., a moderate who has pushed numerous pro-employee measures including several bills to improve Thrift Savings Plan benefits. Also, Rep. Steve Horn, R-Calif., who chaired the subcommittee on government efficiency, retired.
