DoD also has asked Congress to create a new noncompetitive hiring authority into competitive service federal jobs for spouses of active duty military personnel, of totally disabled members of the armed forces, and the unremarried widows or widowers of a member of the armed forces. The proposal states that federal jobs are a good match for military family members, since the government has a high number of job opportunities and benefits carry over from one position to the next, a job concern for people who move often, as military families do. If adopted, the preference would become another of the numerous exceptions and special authorities carved out of general competitive hiring rules.
