DHS also has to establish three separate internal working bodies that will carry out key parts of the policy changes: a compensation committee that make recommendations on how available money will be divided up as market-based versus performance-based pay, a labor relations board that will take over some duties from the Federal Labor Relations Authority, and an appeals board to hear challenges to mandatory removal offenses—which also are yet to be defined. Unions representing DHS employees will have four of the 14 seats on the compensation committee but will not have seats on the labor and appeals boards; they will be allowed to recommend members, but the selection will be up to management.
