That same law also set changes, also effective May 1, designed to correct various pay administration anomalies resulting from the interaction of special rates, locality pay, and retained rates. The result will be that special rates and locality rates will be treated in similar ways for the purpose of promotions, pay retention, and movements between pay systems and schedules. Implementing rules from the Office of Personnel Management still have not been issued, however. OPM has promised to issue those rules before the effective date.
