Provisions in the DoD authorization bill passed by Congress would: require DoD to produce by March 1 a strategic plan to shape and improve its senior management and technical workforces; provide both civilian and military personnel full replacement value coverage on household goods during government-ordered relocations; allow military personnel separating on “terminal leave” who have been hired into federal jobs to begin accumulating leave as federal employees; extend through fiscal 2011 an alternative personnel program in the Defense Advanced Research Projects Agency; and extend through 2007 and increase to $212,100 a special provision allowing waivers of total compensation limits for certain DoD employees, primarily benefiting those working in Iraq and Afghanistan.
