
President Biden has nominated Robert Shriver, currently OPM associate director for employee services, to become deputy director of the agency, one of the few positions with direct oversight of federal employee matters requiring Senate confirmation that remains unfilled.
His current role “ includes recruiting and hiring, pay and leave, strategic workforce planning, labor and employee relations, performance management, the Senior Executive Service, work-life, and the future of work,” an announcement said.
He previously was OPM deputy general counsel for policy and assistant director for national healthcare operations during the Obama administration. He also has held positions with the health insurance marketplace authority for the District of Columbia, a private sector company involved in health benefit IT platforms, and the NTEU union, where he was an assistant counsel.
The Senate this year has confirmed a number of nominees for posts important to the federal workplace, including filling the MSPB board and enabling it to again begin issuing decisions after five years of lacking a quorum. Nominees also were confirmed for four of the five TSP board positions, with one still pending. Also pending are a nominee for the FLRA general counsel position, for another term for FLRA chair Ernest DuBester, and to remove the acting status for MSPB chair Cathy Harris.
