No changes were made to other sections of the DoD bill, such as the language to repeal authorities the Pentagon has under its national security personnel system to revise many labor relations, disciplinary and appeals procedures—authorities it has put into regulations but never carried out. The bill does allow DoD to proceed with that system’s pay for performance elements, although with several new restrictions, including a ban on bringing wage grade employees into NSPS, a requirement that any changes in pay policy be negotiable for any union-represented employees brought into it, and a requirement that employees in NSPS get annual raises of at least 60 percent of the amount going to local general schedule employees. The Pentagon carried out that latter policy for the 2008 raises for those under NSPS even though the provision was in limbo.
