The veto put on hold, at least for the meantime, changes that Congress approved in DoD’s national security personnel system as part of the authorization bill. Most notably, those changes include repealing DoD’s authority to change labor relations rules and disciplinary and employee appeal procedures—changes that DoD has not yet carried out. The measure also would impose several other limits on NSPS, including barring wage grade employees from the system, making the revised pay procedures negotiable for any union-represented employees who are brought into it, and guaranteeing that NSPS-covered employees performing above the unacceptable level receive at least 60 percent of the average general schedule raise in their area.
