The Pentagon has released a revised summary of how the national security personnel system will operate, stating among its “lessons learned” from more than two decades of experience with alternative personnel systems that “everything takes longer than you think.” NSPS has been delayed several times and the labor relations and adverse action and appeal rights provisions have been blocked by court order. The lessons learned section also stresses the importance of communication, training and commitment at all levels of the organization. The summary also includes policies previously announced in performance management and other areas.
