DoD has published the final version of rules proposed earlier this year making numerous changes in the national security personnel system, mainly to make the rules comply with changes in the underlying law enacted earlier this year. The main changes included repealing the labor relations, disciplinary and appeals rights aspects in NSPS that in sum would have strengthened management’s hand in each of those areas. Another main change, as described in the rules published in the September 26 Federal Register, is to bar wage grade employees from coming under NSPS.
