OMB has released report on contracting out—what it calls “competitive sourcing”—review in fiscal 2006 and since fiscal 2003, saying that last year agencies put only 1.7 percent of their commercial-type jobs up for bid and that the in-house side won 87 percent of the competitions. Competitions on average took just over a year to compete, it said. Over the past four years, agencies put 12 percent of their commercial work, about 47,000 jobs, up for bid and employees won 83 percent of the competitions, it said. OMB said the net savings from those studies will be nearly $7 billion. Federal unions argue that savings often aren’t realized and that in-house wins often come at the cost of lost jobs.
