OPM’s latest report on federal workforce demographics again shows a general similarity with the overall U.S. workforce in some ways but differences in others, in particular the makeup of the segment of minorities.

The report shows that as of fiscal 2020, the shares in the federal workforce vs. the “civilian labor force” were (using the report’s terminology): 61.6 vs. 61.5 percent White, 18.6 vs. 11.6 percent Black, 9.4 vs. 18 percent Hispanic, 6.3 vs. 6.4 percent Asian, 1.6 vs. 0.7 percent American Indian/Alaska Native, 1.9 vs. 1.6 percent Non-Hispanic Multiracial, and 0.6 vs. 0.4 percent Native Hawaiian/Pacific Islander.

By gender, the federal workforce is 43.8 percent female vs. 46.9 percent in the overall workforce. All of those figures were little changed over 2019, with the share of males dropping by 0.2 points and the share of Whites dropping by 0.3 points.

The report meanwhile continued show Whites and males make up a larger percentage of the SES—the highest level to which career federal employees typically aspire—than in the federal workforce as a whole, 78.3 vs. 61.1 and 65.5 vs. 56.2.

It also includes breakdowns by salary levels and occupational groupings and examples of agency recruitment and retention strategies.
