OPM published in the September 2 Federal Register a variety of proposed changes in the law governing the training and development of federal employees, supervisors, managers, and executives. The rules would require each agency to evaluate, on a regular basis, its training programs and plans with respect to the accomplishment of its specific performance plans and strategic goals, and to modify its training plans as needed in response. Also, agencies would have to establish management succession programs to develop managers, as well as train managers on issues relating to employees with unacceptable performance, mentoring employees, improving employee performance and productivity, and conducting performance appraisals.
