
OPM has released agency-by-agency results of the annual Federal Employee Viewpoint Survey conducted last summer, following the release in October of preliminary results that showed slight increases overall in the indexes based on responses to related questions.
The report contains links to files of agency scores on each of the indexes, such as the “employee engagement” and “global satisfaction” indexes commonly seen as a proxy for employee morale. For example, among agencies with at least 75,000 employees, the engagement index ranged from 69 at DHS to 75 at Army, each up by two points from 2023. Among those agencies, the global satisfaction score ranged from 59 at DHS to 73 at HHS—up by three and one points, respectively.
The agency-specific figures form the basis for the Partnership for Public Service’s annual report on the best—and worst—places to work in government. Agencies receiving low rankings on that report, typically issued in the spring, commonly find themselves called to explain themselves to OMB and Congress.
Earlier raw data showed that the global satisfaction index and the employee engagement index each were up by a point from 2023 to 65 and 73. Also up by one point were an index of the “employee experience” and a DEI index, to 74 and 72, while the “performance confidence” index held steady at 84.
OPM said in the new report that “While one percentage point may seem modest it is a significant achievement, as it takes many thousands of employees governmentwide changing their perspective to achieve that increase.”
OPM also stressed that in the employee engagement index, “each of the elements in the overall score improved from 2023 to 2024 – Leaders Lead (61% to 63%), Supervisors (80% to 81%) and Intrinsic Work Experience (74% to 75%). This finding is reflected across all indices with the exception of one index that remained steady during this time period. These results are to be commended and should provide motivation and encouragement for continued change initiatives in 2025,” it said.
Agency-specific responses to individual questions have been posted on a separate dashboard.
