OPM has issued a document to accompany its fiscal 2009 budget request that repeats several proposals made last year, and which were mentioned in the administration’s overall budget request released earlier in February. These include allowing Blue Cross/Blue Shield to offer a third option, which presumably would be a high-deductible plan, ending the special cost-of-living adjustments for employees in non-foreign areas outside the contiguous 48 states and making them eligible for locality pay instead, and repealing a provision of CSRS law that has the effect of discouraging CSRS employees from switching to part-time work late in their careers.
