The pay gap issue has been controversial since the 1990 reform law was enacted. The Clinton administration in its early years criticized the methodology of calculating the pay gap as “flawed.” Since then that criticism has been used as justification for not paying the raises indicated under the law. However, until now OPM had not produced a detailed assessment of the pay gap.
