OPM also will have to issue implementing regulations on provisions in that same law (PL 108-447) to

give employees greater flexibility in how they pay relocation, recruitment and retention payments and

to raise the maximum amounts available in certain circumstances. Those changes will not be effective

until May, however. OPM also must craft and issue bid solicitations for new vision and dental benefits

to be made available to employees, retirees and certain family members under a separate law (PL
