In its request to Congress, DoD also: asked for authority to hire non-competitively for internship and training purposes individuals who are under certain scholarship and fellowship programs before they conclude those programs; increase the number of civilian employees who can enroll in the Naval Postgraduate School’s defense product development program and expand the program to include other systems engineering curricula; and repeal a provision of law that reduces annuities of CSRS employees who switch to part-time work late in their careers.
