OPM said that concern about “office coverage” is the top hindrance to more federal workers working from home or other off-site locations., followed by organizational culture, management resistance and security issues. The report added that despite an emphasis on telework as a tool for agency continuity of operations in emergencies, only a third of agencies had fully incorporated teleworking into their plans. Also, “for the most part, teleworkers were clustered around grades 12-14. Grades 5, 7, 9, and 11 appear to have been underrepresented among teleworkers as compared to the whole workforce. This may be at least partly explained by the types of positions designated as ineligible by agencies. But the data does not provide enough detail to be certain,” OPM reported.
