Other provisions dropped from the DoD authorization bill included: a proposal to increase the number of defense intelligence senior executives (conferees said that issue should be left to the strategic plan being required); a proposal to grant a $100,000 payment for a civilian employee’s death arising from a military operation (conferees said they expect DoD to propose new policy on that issue); and a proposal to allow federal employees who have been designated by a member of the Armed Forces as a “caregiver” to use annual leave for the purpose of providing care for the dependents of the member when deployed in support of a military operation (no explanation for dropping the language was given).
