The catchall appropriations bill incorporates language from several of the individual spending bills that had progressed earlier limiting contracting out in certain situations. The measure imposes a moratorium on contracting out studies at the Labor Department pending a review by GAO and bars contracting-out studies at the Bureau of Prisons, Army Corps of Engineers and of immigration information officers, contract representatives and investigative assistants in the DHS citizenship and immigration services branch. However, earlier language that would have ended contracting for collection of overdue tax debt was dropped; the White House had strongly objected to that restriction.
