The House federal workforce subcommittee has approved a measure (HR-2070) designed to encourage CSRS employees to switch to part-time work late in their careers by revising a provision of retirement law that has the effect of discouraging such switches by reducing annuity payments. Meanwhile, legislation (HR-3579) introduced in the House would loosen the rules on re-hiring annuitants by allowing agencies to rehire them without the standard offset between their annuities and salaries—there already are exceptions in some cases—for effectively up to 520 hours in the first six months after retirement, 1040 hours in any 12-month period and 6,240 hours lifetime. The Bush administration supports both plans.
