OPM also published final rules on: October 14, to make its policies on documentation required for the appointments of disabled veterans comport with VA requirements; October 29, to expand the definition of active duty for veterans’ preference entitlement for a disabled veteran to include active duty for training; October 31, to clarify policies on the detail and transfer of federal employees to international organizations; November 7, to carry out numerous technical pay administration changes; and also on November 7 to eliminate, effective next March 9, the requirement that GS employees in grade 5 and up must serve 52 weeks in a grade to be eligible for promotion to the next grade.
