Federal employees would be eligible to receive up to six weeks of paid leave upon the birth or adoption of a child under legislation (HR-3915) offered in the House by Rep. Carolyn Maloney, D-N.Y. Maloney had offered similar legislation in the last Congress but put on the shelf pending a report from the Office of Personnel Management on the value of paid parental leave as a recruiting and retention tool. After that report was issued earlier this year, Maloney indicated she planned to reintroduce the bill even though the report ultimately showed little enthusiasm among agency personnel directors for paid parental leave.
