CRS said that the current system also allows for anomalies in pay, noting that total compensation—including pay and bonuses—for senior execs, senior level and senior technical employees can be up to the Vice President’s salary (currently $215,700), which is more than the officials in the executive schedule who outrank them can earn, since executive schedule officials are ineligible for bonuses. CRS said that limits on executive level salaries are driving the compression but noted that those salaries are linked to pay for members of Congress, whose annual increase can be no more than the base GS increase, and in some years Congress does not accept a raise, typically freezing executive schedule salaries and their associated pay caps, as well.
