The Federal Salary Council, a group of agency, union and outside compensation experts that makes recommendations on various federal pay issues, has set its annual meeting for October 3. The council’s areas of responsibility include the establishment of modification of general schedule locality pay areas, the coverage of salary surveys, the process of comparing federal and non-federal rates of pay, and the level of locality payments to be paid. The group’s recommendations are passed to the President’s Pay Agent, a group of agency leaders that in turn makes recommendations in those areas to the President, who typically accepts them unchanged.
