Final rules took effect Monday (June 22) making several changes in pay policies affecting some federal "non-appropriated fund" employees, who work in self-funding operations such as commissaries and military exchanges, and whose personnel policies differ in some ways from those affecting employees paid from appropriated funds. The rules spell out how pay is to be set for such employees who move to GS positions under various circumstances, including voluntary or involuntary transfers and breaks in service, and also allow agencies and non-appropriated fund employers to collect money owed to them via salary offset. The rules were issued to comply with provisions in the 2008 DoD authorization law.
