The Army policy reminder says that delinquency in payments—another issue that has arisen at various agencies in regard to the cards—may result in administrative actions separate from any disciplinary actions. These administrative actions can include cancellation of the cards, negative reporting to national credit bureaus, and possible garnishment of wages. “The most effective way to prevent government travel card abuse is to ensure that employees clearly understand proper and improper use of the travel card privilege,” it says. “Training on how to use the cards through local written guidance, briefings when the card is issued, items published in local newsletters, and other materials are all effective as vehicles for providing guidance on appropriate card use. Periodic reminders will help in refreshing what is contained in the card agreement about ‘official-use-only policy.’”
