The OMB report also says that agencies are making progress on several other management initiatives with personnel aspects. Eighty-one percent of agencies have linked their employee appraisal systems to agency missions, with Commerce, Defense, EPA, DHS and the Smithsonian still in progress among departments and large agencies, it says. Also, 73 percent of agencies are closing critical talent gaps in mission critical occupations, with Defense, Education, EPA, DHS, HUD, GSA and SBA deemed to be still in progress. It also says the average number of days to an initial offer of employment is now 34, although at Education the figure is 93, and DHS, Justice, Labor, Transportation, National Science Foundation and the Smithsonian all are at 40 days or higher. Agencies doing the fastest hiring are SBA, SSA and Agriculture.
