Personnel Reforms Also Proposed

Morella’s bill, dubbed the “Good People, Good Government” act, also seeks to address the government’s “human capital crisis.” It would: require agencies to link training and recruiting activities with performance plans and strategic goals; require agencies to maintain detailed records of their training and recruitment activities; establish a chief human capital officer in each agency who would set the agency’s workforce development strategy, assess current workforce characteristics and future needs, align human resources policies with the organization’s mission and goals, and develop strategies to attract and retain top talent, among other responsibilities.
