Voinovich’s proposals fall far short of the changes advocated by the Bush administration, which has proposed a plan-still not introduced in Congress-to create a much stronger link between pay and performance by replacing the general schedule system with a pay banding system much like those being developed at the Defense and Homeland Security departments. However, the measure is seen as a possible first step to take the rest of the government in that direction, by shoring up the performance evaluation systems that will have to be the basis of any pay for performance design.
