Voinovich’s proposals fall far short of the changes advocated by the Bush administration, which has proposed a plan-still not introduced in Congress-to create a much stronger link between pay and performance by replacing the general schedule system with a pay banding system much like those being developed at the Defense and Homeland Security departments.
