The base closing arrangement anticipated by the DoD measure would work in much the same way as the four past rounds of closings that resulted in closings of about 100 major installations and closings and realignments of many other smaller ones. The Defense Department would prepare its own analysis, which then would be passed on to a special commission. That panel’s recommendations would have to be accepted or rejected in their entirety. The Pentagon has estimated that it still has about 25 percent too much infrastructure despite the earlier closings.
