Views of different levels of bosses—immediate supervisor, manager and senior leadership—overall rose slightly in this year’s Federal Employee Viewpoint Survey, although the long-standing pattern continued of those opinions decreasing at higher levels.

Questions regarding leaders at those three levels are not directly comparable but for example show that: 79 percent say supervisors support employee development; 85 percent say their supervisor supports their need for work-life balance; 83 percent say their supervisor listens to what they say; 87 percent say their supervisor treats them with respect; and 78 percent say they have trust and confidence in their supervisor.

However, while 79 percent rated their supervisor positively for doing a good job, only 67 percent did so for the manager above that supervisor. Only 48 percent said management involves employees in decisions that affect their work, while 55 percent said management makes effective changes to address challenges facing the organization, 60 percent said management encourages innovation and 61 percent said management encourages communication among work units.

Further, only 52 percent say senior leaders (not formally defined but generally taken to mean SES and higher political appointees), generate high levels of motivation and commitment in the workforce, 63 percent say those leaders maintain high standards of honesty and integrity, and 64 percent say they have a high level of respect for those leaders.
