Under the DoD plan-which is subject to change, due to ongoing collaboration with federal unions and possibly due to court action in a pending lawsuit–to reward employee performance, shares of available money for performance-based pay will be assigned according to a prescribed range based on the employee’s rating. A share is a unit of payout awarded to an employee based on performance. Any employee who has a performance rating level of fair or unsuccessful would not receive performance share payouts. A rating of valued performance might be worth one or two shares, at the discretion of the rater, who could allot shares in order to reward prior performance and/or influence future behavior. A rating of exceeds expectations would yield three or four shares and a rating of role model five or six shares. Pay pools typically would encompass between 50 and 300 employees and the money for performance-based pay would come from funds now used for promotions and with-in grade increases.
