The House civil service subcommittee has passed legislation (HR-1601) that: boosts the maximum payments for recruiting and retention bonuses from the current 25 percent of salary to 50 percent of salary; fixes a provision that effectively penalizes CSRS employees who switch to part-time work later in their careers; and allows those hired in mid-career to accumulate leave at higher rates. During voting, the subcommittee added language to: authorize compensatory time off from work for hours that employees spend traveling outside of their regular duty hours; bar payment of recruitment and retention bonuses to political appointees; and allow annuities of FERS retirees to begin immediately on retirement rather than a month later.
