OPM in the August 17 Federal Register proposed rules needed to carry out health and life insurance and retirement claims processing under its retirement systems modernization project, a program to migrate hardcopy personnel records into electronic format. The system when fully operative—a phase-in is set to begin in February–will provide employees and retirees greater access to their retirement and insurance information and will provide new online customer service tools, OPM said, while allowing for more accurate processing of claims. The proposed regs do not change eligibility for retirement or formulas for computing annuities, the notice said, but are needed because certain current rules are incompatible with the revised system. The rules deal with electronic signatures, electronic applications and record-keeping and similar issues.
