Also before recessing, Congress passed S-2146, to continue authority for agencies to test alternative programs for reimbursing employees for relocation expenses. Such programs had included allowing transferees to arrange their own moves, rather than submitting expense reports supported by receipts, and to receive a predetermined single payment to cover all expenses incurred from the move. Sponsors said that data from the earlier tests showed that such arrangements were less burdensome on both employees and agencies and that the cost was lower, removing a disincentive for transferring employees.
