In a review of the separate personnel authorities in effect since 1996 at the FAA, the General Accounting Office has reported (GAO-03-156) that results remain hard to gauge and that there are differences of opinion about the authorities within the agency. One firm finding was that nearly two-thirds of agency employees GAO interviewed disagreed or strongly disagreed that the new pay system is fair to all employees. One result, officials told GAO, is increased interest among employees in joining unions.
