Legislation (S-2003) offered in the Senate would expand the situations in which agencies may rehire federal retirees without an offset between their salaries and annuities, mirroring a proposal that OPM made earlier. It would allow them to work up to 520 hours in the first six months after retirement, up to 1,040 in any 12-month period and 6,240 hours lifetime (the equivalent of working half-time for six years). However, the rehired retirees would not build additional credits toward their annuities or make new investments in the TSP, and they would not be eligible to pay their FEHB premiums through the pre-tax arrangement available to employees. The main sponsor is Sen. Susan Collins, R-Maine, the ranking Republican on the Senate Homeland Security and Governmental Affairs Committee.
