The Pentagon also is seeking permission to authorize annuitants upon rehiring to receive both their full salary and their annuity under certain circumstances, rather than face the standard offset in such situations, and clarify retirement benefits for those who are reemployed after taking involuntary discontinued service. DoD also asked to make permanent the special authority it has had since 2003 to waive the general ban on contracting-out for security guard or firefighter functions at military installations during closures. The department said that at facilities where military personnel performed such functions, it otherwise would have to hire and train civilian federal employees who soon afterward would be RIF’d.
