Employees of many agencies report that they still haven’t received the retroactive raise authorized in late January when President Bush signed into law a measure (Public Law 108-199) boosting this year’s raise from an average of 2 percent to an average of 4.1 percent. When the money comes depends on individual agency payroll systems; in many cases the retroactive increase-back to January 11, in most cases-is being paid separately as of a certain date and the new salary rate takes effect with the next pay date.
