Advocates of the 4.1 percent figure favor making the higher amount retroactive to January 1. There is no deadline for taking enacting a retroactive raise, but chances of approval appear to be better if action is taken quickly. Technically speaking, the 3.1 percent raise has not yet affected most employees since raises are paid beginning with the start of the first full pay period of a calendar year, which for most employees will begin this year on January 12.
