The administration’s budget also seeks to reform pay-setting for senior executive service members by replacing the current six-step pay system with a broadband system in which pay would be set according to “individual performance or contribution to the agency’s performance, or both.” In addition, the current pay cap affection senior execs would be increased, meaning their salaries would range-under current rates-up to $154,700. Most of the SES now is up against the current cap, which works out to be $142,500 at present. The budget proposal also specifies that no affected individual would suffer a reduction in the rate of basic pay for the first year after the change, although it makes no guarantees about the future.
