OPM in the June 2 Federal Register proposed several changes in the FEDVIP vision-
dental insurance program, including authorizing retroactive enrollment changes
when an enrollee has lost his or her spouse through death or divorce or the
enrollee’s last eligible child dies, marries, or reaches age 22 and thus loses
eligibility under the program. Under current policy, enrollment changes must be
made within 60 days of such an event and enrollees who miss the deadline might
have to continue paying premiums until the next open season for persons who are
no longer eligible. The rules also would allow an individual to enroll 31 days
before the enrollee or an eligible family member loses other dental and/or vision
coverage. Currently enrollment is allowed only after the event in that situation
and the change would make the enrollment policy consistent with the policy
governing increasing coverage in that situation, where changes are allowed both
before and after the event. In addition, the proposal would make several minor
administrative changes.
