Also as part of the Transportation-Treasury bill, Congress acted to continue several long-standing government-wide provisions affecting the workforce. These include general requirements that Federal Employees Health Benefits program plans not cover abortions but that they must cover prescription contraceptives. Also continued were provisions generally barring agencies from turning over employee names and home addresses to unions—which might use them for recruiting purposes—and barring “lifestyle” and other training not directly related to performance of official duties.
