The Social Security subcommittee will play an important role in deliberations over
reforming that program, which the Bush administration has made a top priority for its
second term. The panel meanwhile is the first stopping point for legislation to change
the windfall elimination provision and government pension offset, two features of
Social Security law that can reduce benefits payable under that program to CSRS
retirees. A bill (HR-147) to repeal those provisions already has been offered, although
similar bills in the past never advanced beyond the hearing stage. Even though he has
given up the chairmanship, Shaw will remain on the subcommittee; in the past he has
proposed
