Several provisions are common to both the House and Senate versions of the DoD authorization bill, in most cases reflecting requests the Pentagon made earlier this year. Both would: authorize a foreign language proficiency pay differential for employees certified as proficient in a language deemed necessary for national security interests and whose duties require that proficiency; and authorize pay and performance measures for senior executives in defense intelligence agencies and in non-appropriated fund positions comparable to what now applies to federal senior executives in general.
